Haiti Country DirectorJob Title: Country Director - Haiti Start Date: 15 April 2010 End Date: 26 August 2010 (possibly renewable)
Terms: 3500-4000 USD / month, 500 USD/in country living allowance, accommodation, return flight, Medical Insurance.
Overall Tasks: The Country Director is responsible for the direction and implementation of the vector borne disease programme for the MENTOR Initiative Haiti earthquake response. Detailed Tasks
1. Grant Management and Donor / Partner Relations i. Ensure the overall management of the MENTOR Initiative response to the earthquake in Haiti based on the Vector Borne Disease Strategy and the objectives of the Programme Nationale de Controle de la Malaria (PNCM) and The MENTOR Initiative. ii. Ensure that the Finance and Administration Manual is adhered to. iii. Ensure that the Grant agreements of all donors are known, respected and adhered to by the MENTOR Initiative team. iv. Ensure timeliness and completeness of all Grant reporting according to Donor requirements v. Ensuring that financial resources for the project are cost effectively utilized to implement activities in accordance with budget available. vi. Liaise with Donors in Haiti to ensure positive relationships are maintained, and all required meetings are attended to. vii. According to the needs of the Vector Borne Disease Control Strategy, advocate with donors and partners for additional funding to meet the gaps in financing and commodities for the effective implementation of the response. viii. Develop partnerships with organizations / partners involved in Vector Borne Disease Control, and where appropriate draft agreements or Memorandum of Understandings for joint activities. ix. In agreement with the Operations Director, ensure that needs assessments are performed in additional areas that have been impacted by the earthquake, including departments who have received the greatest burden of displacement. x. Lead the drafting of viable proposals for the Vector Borne Disease Response in the earthquake affected areas, with appropriate donors and the agreement of HQ. xi. Maintain effective communication with the HQ Operations Director and Finance Team for all matters concerning Grant Management and authorization of activities according to the MENTOR Standard Procedures. 2. Team Management i. With the finance and administration coordinator, ensure that standardised MENTOR procedures are effective for all recruitment and general HR management and that the Haitian National labour law is respected at all times. ii. Management and support of international team members to ensure that all team members co-ordinate, plan and implement all activities at scale to meet the programme objectives. iii. Coordinate weekly and ad hoq team meetings to ensure that the team works harmoniously to meet the needs of the programme. iv. Coordinate actions related to the administration of international human resources activities: recruitment, placement, briefings, performance appraisal, debriefings, and ensuring consistency in the application of The MENTOR rules and regulations and standard operating procedures. v. Direct line management of the Logistics Coordinator, Technical Director, Finance and Administration Coordinator. vi. Update the country living conditions document on a regular basis and brief team members as required. 3. Security and Safety i. Ensure that effective security and safety policies and practices for the MENTOR Initiative are written and established and regularly reviewed. ii. Provide a detailed security briefing of all international team members upon arrival in the country and ensure that the security guidelines are known and respected at all times by all expatriates. iii. Ensure all security events of significance are recorded and reported as per the MENTOR reporting policy. 4. Representation and External Relations i. Ensure representation of the MENTOR Initiative in required partner meetings (Health, VBD sub-group, Epidemiology/Surveillance, WASH, NFI/Shelter, NGO coordination) ii. Provide relevant content for external relations materials for the Haiti programme in coordination with HQ. iii. Ensure sufficient stocks of MENTOR external relations materials on the ground and that these are disseminated appropriately to relevant organizations.
5. Other i. Responsible for editing and sending weekly reports to HQ level.
Qualifications: · Minimum 3 years of experience working in humanitarian missions – preferably complex emergencies · Post Graduate Qualification in Public Health, communication, management, political science, public administration or similar · Fluent in French and English · Proven experience in program coordination, multicultural team management and capacity building · Strong finance and logistical skills · Excellent report writing skills · Experience working with donors and public authorities
