Programme Director

(Chad)

Closing date: 13 July 2011

Job Title: Programme Director
Work Base: MENTOR Chad East (Goz Beida, Am Timan) and MENTOR Chad South when necessary.
Responsible To: Operations Director HQ
Start Date: immediately
Duration: 2.5 months (with the possibility to renew based on availability of funding)
Terms: consultancy fee of 3500-4000 USD/month, 17 USD/day in country living allowance, accommodation, return flight, Medical Insurance.

Overall tasks:

The Programme Director for Chad will directly co-ordinate MENTOR's work in Eastern Chad. (Programmes in Southern Chad will be directly managed by a Programme Coordinator.) The Programme Director will be the MENTOR Initiative's national representative in the country and will ensure that the organisation meets its programme objectives and responsibilities.

Specific Tasks/Products:

1. Reporting and Representation
• Develop and maintain positive working relationships with partners, donors, host government, other humanitarian agencies, as well as staff
• Represent MENTOR at co-ordination meetings in the East and in other locations as necessary
• Ensure coordinated weekly and monthly reporting to HQ for all programmes
• Responsible for the development of donor interim and final reports, covering the full period of the programme in the East and oversee reporting for programming in the South
• Ensure strong co-ordination and collaboration with the local and district MoH teams and other NGOs/FBOs/UN operating in Chad

2. Operations/Logistics
• Ensure running and maintenance of the two eastern chad bases (Goz Beida and Am Timan)
• Ensure effective programme logistics are established and maintained
• Achieve high quality logistics management and timely support services that enable the technical delivery of all programme activities
• Ensure that staff are trained in the use of HF/VHF and other communication protocols
• Assure that all communication protocols are adhered to and followed by MENTOR field team members
• Manage all logistic system and direct logistic team in all aspect of their work.

3. Security and Safety
• Ensure that effective security and safety policies and practices for the MENTOR Initiative are applied and maintained in the East and South
• Ensure a regular review of the security context and that security policies are updated according to the evolution of the general situation
• Assure that any changes in the security situation are well understood and applied by all the MENTOR team members and changes and updates are communicated to HQ
• Follow and analyse the security context as to assure maximum safety to the teams while maintaining activities as much as possible.

4. Technical Coordination of the Programme in the East
• Ensure effective management of technical programme and its team members and that the objectives of the programme are reached or exceeded
• Develop and implement monthly activity plans, and provide these to HQ
• Work closely with the local Ministry of Health to co-ordinate and ensure technical support of partners working in health facilities and communities to scale up the use of the National Malaria Control Program (NMCP) standardised protocols and best practice in the following areas of malaria surveillance, prevention and case management to the planned limits of the first phase of the programme in the East
• Follow and analyse the epidemiological data coming out of the programme activities and supported Health facilities as to monitor the progress of the implementation of the malaria protocols and measure the impact of MENTOR programme.
• Assure clinical follow up of the supported health facilities and provide medical and technical support to the supervision team of MENTOR and clinical staff of the Health Facilities.

5. Administration/Finance
• Support the Technical Program Officer in ensuring international and national team adherence to The MENTOR Initiative contracts, code of conduct, and internal rules and regulations
• Support the Technical Program Officer in ensuring correct financial management and administrative procedures are followed by the administration team working in East Chad
• Ensure all international consultants submit monthly timesheets on time and validate and correct them
• Ensure electronic submission of approved timesheets to HQ Managed the budget as to realise the technical objective within the budget limits.

6. Human Resource Management
• Oversee general management of all international consultants in the East
• Conduct performance appraisals of international consultants working in the East
• Ensure consistent application of the MENTOR Initiative contractual regulations, rules and procedures for all international consultants
• Monitor and follow closely the National team respect of the Chadian labour legislation as to avoid problem with the "labour inspectors" and regulatory bodies.

7. Other
• Additional tasks taken on in agreement with the Operations Director
• Potential transfer to another country programme, in a similar role, during the period of the contract with mutual agreement.

Qualifications
• Fluent in French and in English
• Medical background, preferably Medical doctor or Nurse with strong public health experience and Malaria expertise and experience.
• Minimum of four years overseas experience managing programmes in emergency contexts
• Strong management, finance and logistic skills
• Excellent interpersonal skills
• Able to work long hours in challenging conditions
• Prior experience working in poor country public health system preferred
