Country Director – Angola

Position Title: Country Director – Angola
Base: Angola (primarily Luanda, with travel)

The Country Director (CD) is required to assist the MENTOR Initiative in the overall implementation of the project in Angola. Key to this is ensuring that programme objectives are fully achieved in a timely manner, whilst concurrently identifying needs, opportunities and informing strategic and operational response. The CD will lead in-country organisational representation providing leadership overall responsibility for the management of all fundraising financial and grant management, human resource management, technical program support and logistics support. He/she will coordinate the different programs in order to ensure consistent levels of high quality delivery, accountability and transparency across them all. He/she will directly supervise and support the MENTOR Initiative senior staff in the country, working closely with Admin/Fin Coordinator and the NTD and Malaria Senior Coordinators to provide solid management support to all programmes.

National Monitoring and Evaluation Coordinator – Angola

Position Title: National Monitoring and Evaluation Coordinator – Angola
Base: Huambo or Luanda (with frequent travel)
Reporting to: Country Director – Angola

The National Monitoring & Evaluation Coordinator (NM&E) will develop, improve and implement M&E systems for all MENTOR programmes, focusing on defining and implementing best practices, operational research and report writing tools and templates. He/she will ensure that the M&E systems for the programme are in conformity with the donor’s and the national Health Information System, and in line with international standards. He/She will train all MENTOR Monitoring and Evaluation officers to ensure that data is collected in line with all donor requirements, and will ensure technical line management to all M&E related staff. The NM&E will also be in charge of drafting reports for program donors, piloting M&E tools, and submitting articles for publication. He/she will furthermore assist the partner departments within the MOH to develop a proper M&E system: including technical support for disease surveillance, and capacity building of MOH staff to utilize DHIS2 data system effectively, in line with relevant partner requirements (the donor, WHO, other organizations, etc.). He/She will capacitate Angolan government staff in M&E knowledge and skills.

Finance & Administration Coordinator – Mozambique

Position Title:  Finance & Administration Coordinator
Base: Mozambique
Reporting to:   MENTOR Country Director (CD)

The Finance and Administration Coordinator will assist the MENTOR Initiative Mozambique mission in achieving programme objectives in a timely manner and support the Country Director (CD) with the strategic development of responses to identified needs on the ground and donor funding opportunities. The consultant will establish, update and maintain the organisation’s standardised financial, administrative and human resource systems and processes in Mozambique, and will ensure the implementation of these at all levels of the organisation’s country programmes. In this context, the Finance and Admin Coordinator is part of the country management team.

Logistics Coordinator – Mozambique

Position Title:  Logistics Coordinator
Base: Mozambique
Reporting to:   MENTOR Country Director (CD)

The Logistics Coordinator is a member of the Country Management Team (CMT) and as such actively assists the MENTOR country team in achieving programme objectives in a timely manner and strategically develop its support in response to identified needs on the ground. He/She works closely with the head of mission, the finance coordinator and the medical coordinator in providing required logistics operational support as per logical frameworks and/or in accordance with the programme grant/award specifications. The Logistics Coordinator manages a team comprising of both expatriate and national logistical staff.
